  Energy and security, as discussed in this paper, involves the role of energy technology and policy and its influence on military mission objectives. The drivers for energy decision-making in the non-military sectors of the economy are largely economic.   Energy assurance activities vary by State but in every State, the commissions have some role partnering with State energy offices, and in several, it is a role led by public utility commissions.
